传奇的“中国梦”
China’s last ten years’ achievements are great and multidimensional, that includes but not limited to the achievement of “Moderately Prosperous Society”, elimination of absolute poverty by lifting up nearly 100 million people around China, ensuring a better and cleaner environment along with improved health care, technological and communicational advancement etc. To me, the greatest achievement was actually making common people around China feel that they do have a right to dream too, a dream that is achievable, namely “Chinese Dream”. The great rejuvenation of the Chinese nation is the greatest Chinese dream, and the entire society around me can feel the warmth of the dream. Such inclusiveness of mass people towards a national dream no matter if he/she is from the north or south, poor or rich, proves that they are the most important part of the society – to me, this is the most important achievement of last ten years. I am from a developing country and have been many developing countries in Asia and Africa for research and work, from the best of my knowledge I can definitely say any country can take such inclusiveness under the “people centric” ideology as positive reference and learn from it.
Secondly, still it’s impossible to discuss China’s last ten years’ achievements without focusing the governing system through “people first” or “people centric” focus of the Communist Party of China. China’s last ten years’ development pathway with a very special “people centric” focus actually prioritizes the interests of society at large. For example, let’s say in 2021, China’s official declaration of the elimination of absolute poverty by lifting up nearly 100 million rural people out of poverty. China is a country of billion plus population, why do they bother just a mere hundred million poor rural population residing in the remote and mountainous corners? Why are they so important? To me, this is actually a great example of “people first” or “people centric” focus of the Communist Party of China. They are never tired of delivering the fruit of success to each and every single household inside China, even if it’s a remote village, they just don’t want anyone to left behind. On the other hand, China has been feeding nearly 20 percent of the world’s population with 9 percent of its arable land that means these group of people are not only difficult to reach out but also extremely difficult to lift them up from poverty line and in order to do that one must need a special care with a very exclusive plan, uniquely designed on the basis of their actual situation. Assuming the toughness of the challenge, the battle against poverty at this stage was regarded as “tough battle”. Thus, here comes the concept of “Targeted Poverty Alleviation” as a unique solution to win such a “tough battle”. We often talk about China’s success on elimination of absolute poverty but we hardly talk about the customized solution they took against every poverty stricken household that was followed by a close monitoring process. Actually, this is the secret of winning the largest battle against poverty in human history behind the “Targeted Poverty Alleviation” model. Internationally, “Targeted Poverty Alleviation” model has a great importance as well, since there are many countries that have some initial success in the poverty alleviation but now facing a grave threat due to the “great changes unseen in a century” scenario. The COVID-19 pandemic along has grown into one of the greatest humanitarian issues in recorded history, with the World Bank showing that just in 2020 alone, 97 million more people were pushed into poverty as a result of COVID-19 – the largest one-year increase in three decades. Once you add the crisis in Europe that has deepened the global economic slowdown, you may find the scenario as a nightmare. On the other hand, it was China who managed to achieve the goal of “Moderately Prosperous Society” through the elimination of absolute poverty as targeted – so the Chinese model here could be a great example that really works and could be a vital solution of the problem that many countries are facing.
Finally let’s talk about China’s achievements in the global arena. In the past ten years uncertainty was the buzzword around world due to the “great changes unseen in a century” scenario. But China has remained committed to pursuing high-level opening-up and engaged deeply in to the global economy through the famous Belt and Road Initiative. The Belt and Road Initiative, proposed by China nine years ago, has won positive response from more than 170 countries and international organizations. Thanks to the valuable efforts from all parties, the Belt and Road Initiative has become the biggest and widest-ranging platform for international cooperation during last several years. The Belt and Road Initiative offers a path of solidarity for global partnership, the Initiative is a global public good that practices true multilaterali *** , where everyone can discuss together, build together, and share together. China’s success in the Belt and Road Initiative on the other hand reflects how most of countries across the globe are positively recognizing and willing to know more on the achievements of “Chinese Dream” and use it in their own development as an example of a worldwide “community with a shared future”, That’s the reason “Global Development Initiative (GDI) and Global Security Initiative (GSI)” cooperation is warmly *** d by a great number of nations within a very short period of time. This is also a welcoming salute to “Chinese Wisdom” from the world community from another point of view since the two Initiatives are anchored on the principle that “No country and no one should be left behind”.
中国在过去十年取得了令人瞩目的全方位的成就,包括全面建成小康社会,使全国近一亿贫困人口摆脱绝对贫困以及改善生态环境、医疗卫生、技术和通信条件等。我认为,中国最伟大的成就在于中国真正让普通人感受到他们有权利去追求和实现梦想,这就是“中国梦”。中华民族的伟大复兴是最伟大的中国梦——整个社会都感受到了中国梦的温度。广大人民群众,不论身在何处,不论贫穷还是富贵,都是中国梦的一份子,人民在中国社会是最重要的。我认为,这就是中国在过去十年取得的最伟大的成就。我来自发展中国家,曾在很多亚非发展中国家参与研究和工作。据我所知,我可以肯定地说,任何一个在全社会贯彻以人为本理念的国家都是值得学习和借鉴的榜样。
其次,中国在过去十年里取得的成就,离不开中国 *** 以人为本的行政体系。在过去十年里,中国发展道路的核心在于以人为本,即将全社会的利益放在首位,这是非常独特的。例如,2021年,中国正式宣布消除绝对贫困,使将近一亿的农村贫困人口实现脱贫。作为一个拥有十几亿人口的大国,中国为何执着于偏远山区的区区一亿农村贫困人口的脱贫问题?他们为什么如此重要?我认为,这个例子很好地说明中国 *** 以人为本的核心要义。中国 *** 不辞辛劳也要实现发展的成果由人民共享,即便是偏远山区人民在内的每家每户老百姓,不让任何一个人掉队。此外,中国以9%的耕地养活了世界近20%的人口,农村贫困人口分布在偏远地区,脱贫任务极其艰巨。为了实现脱贫,必须付出极大的努力,并根据农村贫困人口的实际情况制定专门的脱贫方案,这一阶段的脱贫攻坚战难度极大,是一场硬战。为了打赢这场硬战,中国提出了精准脱贫方案。
对于中国在消除绝对贫困方面取得的成功,我们耳熟能详,但是鲜少为人所知的是,中国不仅针对贫困户定制了脱贫方案,而且开展了密切监测。实际上,精准脱贫是中国打赢人类历史上最大规模的脱贫攻坚战的制胜法宝。精准脱贫同样具有世界性意义。在国际上,尽管很多国家在脱贫攻坚战中取得了初步胜利,但是他们目前正面临着百年未有之大变局带来的严重威胁。新冠肺炎疫情是人类有史以来面临的最严重的人道主义问题之一。世界银行表示,仅在2020年,全球有9700万人因疫情而陷入贫困,贫困人口增幅达到三十年来的最高水平。此外,欧洲危机加剧了全球经济衰退。而中国通过精准脱贫实现了建成小康社会的目标,说明中国的模式行之有效,可以为很多国家解决其面临的难题提供经验。
中国在国际上也取得了很多成就。在过去的十年里,世界面临着百年未有之大变局,不确定性已经成为描述全球形势的关键词。但是,中国始终坚持高水平对外开放,通过著名的“一带一路”倡议深度参与全球经济发展。九年前,中国提出“一带一路”倡议,获得了170多个国家和国际组织的积极响应。在各方的努力下,“一带一路”倡议已成为近年来规模最大、范围最广的国际合作平台。“一带一路”为构建全球伙伴关系提供了一条团结之路,践行真正的多边主义,强调共商、共建、共享,是全球公共产品;另一方面,中国在“一带一路”倡议中取得的成功,说明世界上大多数国家积极认可中国梦,愿意加深对中国梦的了解,并在本国发展中借鉴中国经验,从而构建人类命运共同体。正因如此,中国提出的全球发展倡议(GDI)和全球安全倡议(GSI)在很短的时间内就受到了许多国家的热烈欢迎,GDI和GSI主张“不让任何国家掉队,也不让任何一个人落伍”的原则,彰显了中国智慧,赢得了国际社会的欢迎和赞赏。
